A Trust Fund, Financed by Workers and Employers, Should Be Set up to Finance Continuing Education

The need for continuing education has been established but programs designed to help adults finance it are inadequate. The development of an adult-education trust fund, financed by required contributions from employers and workers, is discussed as a solution to the funding problem.
