Particularly in the case of budget support, donors seem to be progressively retreating from their monitoring tasks by appealing to the appropriation principle stated in the Paris Declaration. This article reviews some of the most frequent elements of this lack of monitoring of budget support, both at political and technical level. //ABSTRACT IN SPANISH: Existe una delgada línea que separa el papel activo del donante como agente de desarrollo de un papel complementario. En el caso especial del apoyo presupuestario, parece existir una retirada progresiva del donante de las tareas de seguimiento que le son propias, apelando al principio de apropiación de la Declaración de París. El artículo revisa algunos de los elementos más frecuentes de esa falta de seguimiento en el ámbito de este tipo de apoyo, tanto desde el punto de vista político como técnico.
