Summary:It has been revealed that the phenomenon of management, which starts with the communal living experiences of mankind, is a process embodying several functions together with the scientific management period. In addition, it is possible to come across the usage of the aforementioned functions within the scope of an effective management mentality in past communities, civilizations, states and religions.In this sense, the question of the research is shaped around whether the management functions included in the literature by Fayol at the beginning of the 20th century has a role in the Turkish-Islamic management mentality. In other words, the purpose of the research is to determine whether the 5 basic functions of management, planning, organizing, commanding, coordinating and controlling, were valid in the period before the scientific management and, if they were, how they were practiced. Accordingly, Siyasatnama, which includes the recommendations of Nizam al-Mulk, who was a vizier in Great Seljuk Empire - one of the biggest states of the period - for almost 30 years, regarding how a good management should be, was taken as a reference. When the statements in the previously mentioned work were examined, it was discovered that Nizam al-Mulk made explanations about all the functions of management.
