Summary:In 2017, the number of tour guiding, gastronomy and culinary arts, and tourism management graduate programs in Turkey above 100. In 2016-2017 educational year, only the tourism management programs reached 62. When adding the undergraduate and the postgraduate programs, the tourism management education has a dramatic expansion. At this point, the quantitative increase calls to examine the quantitative correspondence. In this study, the tourism management programs in tourism faculties and tourism colleges divided into three generations and examined through their websites. The mission, vision, targets, and values of the programs were examined via content analysis and thematic classification was conducted. The data were evaluated from the stakeholders' point of view. The universities attempt to gain legitimacy in three fields. The first one is the sectoral focus, the latter is the academy, and the last one is the public. From this point, the graduate programs address to three major stakeholder groups. The primary group is the hospitality enterprises. The following is the academy, in other saying, the other universities and academic environment. The third stakeholder is the public, in terms of, the nongovernmental organizations, media, and the local governments. The discourses in the websites are not distinguished significantly when comparing the universities. The first generation universities have a great impact on the construction of the graduate programs. Particularly a strong consensus was established towards the sector orientation. The third generation universities slightly concentrate on local environment. Additionally, the vision, mission, values, and purposes of the faculties and programs are not distinctive to tourism field and do not clearly provide a road map how to reach the desired state. The statements suggest that the faculties and programs do not seem like being expertise in tourism education. The statements emphasize on the sectoral focus rather than the academic focus. The statements suggest that the programs strictly oriented to expectations of tourism and hospitality enterprises and the analysis levels. This lead them to be limited in organizations level avoiding the macro and universal issues. There were very little information on the governmental and public networks and collaboration opportunities in order to highlight the sectoral needs.
