Description
Summary:Based on the massification of access to information due to the improvement and dissemination of computer technologies on the network, especially from the 1970s onwards, new parameters of transparency and publicity for management acts were established in the public sector. The so-called electronic transparency portals emerged as a means to implement the premises of this new paradigm of opening state secrets, as well as the accountability of state agents. The present study was interested in analyzing the specific reality, in its virtues and shortcomings, of the electronic portals of the municipalities that make up the geographic region of Uberlândia, Minas Gerais, Brazil, in the earliest variable period, with data available, up to the year 2021. For this purpose, strategies such as obtaining data according to the parameters of the “Índice de Transparência da Gestão Pública Municipal (ITGP-M)”, understood as Transparency Index of Municipal Public Management, were used in order to interpret them through a qualitative, descriptive, applied and documental methodological approach. The results allowed concluding the prevalence of attendance to formal aspects, such as the publication of municipal legislation and planning elements, and the lack of instruments to effect the interaction of municipal administrations with citizens and society organizations.
