Summary: | Examines the Calabasas, CA, secondhand smoke ordinance (2006). Attention is given to the history of smoking bans at the federal, state, & local levels & their public health & legal justifications; why the Calabasas is legally sound under CA law & the US Constitution; & the ordinance's significance & the future of environmental tobacco smoke (ETS) regulation. It is contended that legislators ought to guard against impermissible intrusions into the home in the context of multiunit residences & that the private enforcement language of the Calabasas ordinance is problematic & should be avoided in future ETS bans.
