According to the National Association of State Budget Officers (NASBO), overall state spending has increased from $687 billion in 2008 to $786 billion in 2016. According to the NASBO 2016 Fiscal Survey report, "General fund revenue growth slowed in fiscal 2016, increasing only 1.8% (CPI was 2.5%), with 25 states ending the year with collections below budget forecast.
