Summary:The US Air Force is under tremendous manpower pressures, especially regarding its combat aircrew -- with deployments at an all time high and many units undermanned overall, yet having too many initial qualified aircrew, and/or not enough instructors to train them. The Labor Pool Model is not a perfect approach for manning shortages, but it is an effective tool to manage aircrew and make the most of limited resources; and by following a simple set of rules and guidelines commanders can keep their units ready to deploy.
