Summary:Trying to measure over-indebtedness can be seen as an attempt to legitimate decisions like debt rescheduling, debt relief or debt cancellation. The HIPC initiatives introduced such measures in 1996. The choice of thresholds has been made in a specific logic (debt overhang) very different from other rationales like altruism based on ethical grounds. Debt reductions were nevertheless presented as being aimed at reducing poverty. This approach has been completely overthrown by the MDRI (multilateral debt relief initiative), but is surprisingly making a come-back under the IDA-IMF Debt Sustainability Framework. //ABSTRACT IN FRENCH: La volonté de mesurer le surendettement peut s'analyser comme une quantification destinée à légitimer des mesures de rééchelonnement, de réduction ou d'annulation de la dette. Les initiatives PPTE de réduction de la dette multilatérale ont introduit, en 1996, des mesures du surendettement. Le choix des seuils se situe dans une logique particulière (fardeau virtuel de la dette), différente des approches invoquées par ailleurs pour justifier les réductions de dette, notamment l'altruisme. Les réductions de dette étaient pourtant censées contribuer à la réduction de la pauvreté. Cette logique a été complètement remise en cause par l'initiative d'allégement de la dette multilatérale (IADM), mais se retrouve curieusement au cur du cadre de viabilité de la dette mis en place par l'AID et le FMI.
