Summary: | The constitutions of the 49 European states include 6 preambles and 184 articles with 272 clauses referring to aspects of language. Their regulatory purpose can be grouped into four areas: language categorisations; general language rights, official purposes and linguistic diversity.Establishing official languages continues to be a fundamental issue, and three quarters of European systems use their constitutional texts to assign this status. Respecting the uniqueness of the constitutional linguonyms, in Europe, there are 92 languages with official status, 42 of which are official throughout a state. A typology of constitutional models may be constructed from the territorial organisation of language officialdom, in which over half of European countries can be classified as multilingual in different forms, compared to 22 moderate or strict monolingual states. |
