Abstract Despite the fact that India, during the last three decades, - in the fifties Community Development Programmes, Cooperatives and Panchayats, in the sixties Intensive Agricultural Development Programmes and in the seventies Growth with Social Justice - the developmental policy could not succeed in alleviating rural poverty. The main reason, for this failure, was existing social conflicts, either historical conflicts or the conflicts resulting from the programmes of development. The recent approach of the eighties emphasizes the Integrated Rural Development Programmes (IRDP). Still it is difficult to eradicate mass poverty because the "Government efforts to improve the conditions of landless labour through minimum wage legislation, end bonded labour, regulate money-lending, guarantee employment at least for few days and the like are never properly implemented." Politicians and Bureaucrats have blamed each other for the failure of these programmes. However activists having realised that "the poor cannot reap the advantages of even government sponsored schemes without conflict and struggle" geared themselves up for the task of organising the poor to get their share in the development process. As a consequence, development has been constituted through social conflict in the society. These social conflicts are reported throughout India, amongst which are the well known case of the Belchhi Killing, Madhuban's landless labour % Bonded labourers of Gopalpur, castes clash between Bhumiyars and Yadavs of Nalanda, Warlis revolt in Thana District, tyrany over advasis of Dhulia District, the Messianic Movement and Khedut Samaj Movement.
