Summary: | The pre-qualification of brands as an auxiliary procedure in public procurement is already a reality brought about by the new Public Procurement and Contracts Law. With the aim of contributing to the consolidation of auxiliary procurement procedures as provided for in Law No. 14,133/2021, this article aims to demonstrate how the process of pre- qualification of brands is operationalized in a high-complexity unit of the Unified Health System located in the state of Rio de Janeiro. To do this, the single case study method proposed by YIN (2015) was used as a research strategy, through documentary research and direct observation of activities inherent to the chosen method. A total of 2,425 administrative processes were opened for the evaluation of brand pre-qualification between the years 2019 and 2022, of which 1,440 (59.5%) were positively qualified, 449 (19%) were negatively qualified, and 536 (22%) were handled for other issues. From these sources of evidence, it is clear that the prequalification process for medical-hospital material brands is an essential step in the procedural flow, aiming to ensure the supply of qualified inputs, which in turn ensures the safety of patients and healthcare professionals, while also optimizing the time involved in the procurement and acquisition cycle of material supplies. |
