Summary:The Brazilian Constitution establishes the federal system, having adopted the tripartite form in 1988 with the inclusion of Municipalities as federative entities alongside the states and the Federal District and the Union. The environmental issue often revolves around the use and conservation of natural resources, it is common to identify the work of environmental experts to study the problems related to use of potable water, the conservation of green areas, the reduction of pollutant sources and other propositions closely linked to nature. In this scenario, emerge from the current text of the constitutional powers of the federal government, states and municipalities with regard to the legislative function, as well as administrative in environmental matters.
