Summary:This paper analises the economic structure configutared after Luis de Fuentes y Vargas foundation of San Bernardo de la Frontera de Tarija in 1574. This event was part of the proyect of Viceroy don Francisco de Toledo for complete dominion of the eastern valleys in southern Cusco region. This succesfull Fuentes y Vargas campaign closed up the decade in which eastern vallesy of Tarija remaind outside of the colonial rule. Two axes guide the analisys of the colonial configuration of this region : land property and workforce access. We study demographical dinamics in order to research the spanish owners mechanisims to control manpower in due case of the lack of indios de encomienda who would work for them. We define a complex demographical structure in this frontier where Spanish owners interacted with indigenous people, mestizos and African slaves clasified in seveal tax categries by the colonial system.
