Summary:This article is about the urban development projects for Lyon and surrounding areas during the period from the 1930s to the 1970s. It shows the existence of reflection and outputs on an inter-communal scale before the recognition and legislative creation of an inter-communal community in the late 1960s. Based on the formulation of projects and the establishment of think-tanks in which various actors in local development were involved, we examine the construction of a metropolitan vision of the urban development of Lyon and its surroundings. In the city's politico-administrative system, the need for technical and territorial coordination was affirmed through fragments of dialogue representing the points of view of the communes, the département, the devolved state services, the mixed economy companies, and the Société d'Equipement de la Région Lyonnaise. We show that it took over thirty years for this inter-communal space to become a framework for reflection on and management of urbanization in Lyon and surrounding areas. In the 1960s, in addition to the early experiences of the preceding decades, new legislative devices were used to consolidate this area of public action, leading to the creation of the Urban Community in 1969. These projects and structures, which converged towards this new inter-communal space, were to provide the problematique and operational background of Lyon city planning agency.
