Summary:In Canada, local government authority over boundaries and physical or political structure varies from province to province. This variation is measured by formulating and applying two ideal-type models. The American Home Rule Model, based on the American home rule movement, permits relative autonomy in local decision-making. Conversely, the British Model of Parliamentary Supremacy, based on local government in Great Britain, exerts central control over municipalities. The three case studies, Alberta, British Columbia and Ontario, were chosen because they exhibited the general attributes of one ideal-type model. The influence of provincial political culture is a partial explanation for differences in municipal autonomy and degree of provincial involvement in local structural change. A correlation was found between the political culture in each province and high provincial involvement in municipal restructuring. The conformity of the case studies to the ideal models was partially determined by the provincial political culture.
