Summary:The authors analyze the role that public administration plays in the construction -- definition, shaping, & changing -- of social reality. They contend that there are three different logics underlying its performance: bureaucratic, political, & market rationality. The main purpose is to study the grasp, effects, & failings of those different rationalities within a certain boundary: public policies on cultural resources. As the construction of large cultural resources is in vogue in many Spanish & other European cities, it becomes a main object in the study of the role of public administration in planning & constructing social reality. 29 References.
