The twin challenges of increasing demand and fears of global climate change converge on the electric utility sector, with the result that lawmakers and regulators at all government levels face new dimensions to the competing priorities of encouraging the introduction of alternative sources of supply, addressing the problem of climate change, and maintaining cheap and reliable energy.
