Summary:This paper discusses the characteristics of an economic policy based on the innovation cluster concept, which (in contrast to production clusters) promotes partnership and cooperation between enterprises and local governments as well as between companies and scientific and research communities. The Innovative Silesian Cluster of Clean Coal Technologies (ISCCCT) brings together broad cooperation among enterprises, universities, local governments, and business support companies in the Silesian Voivodeship, which should have a leveraging effect on regional innovativeness and competitiveness.
