Summary:This thesis Decision Support in Integrated Urban Energy Planning describes the development of a methodological approach based on Multicriteria Analysis that can be used to facilitate decision making in sustainable energy planning problems in an urban context. The methodology is aimed at providing a set of detailed information, useful to the decision support process in developing strategies for integrated urban energy planning. It can be useful not only for local authorities or decision-makers but also for other actors involved in energy planning, such as citizens, energy agencies, investors, market agents and energy distribution companies. The methodology proposed can be used to support the implementation of municipal energy plans for cities from the startup phase, for the identification of the relevant actors, with different interests and preferences, until the phase of selecting actions to be evaluated and implemented.Firstly, a problem structuring phase has been carried out. The Soft Systems Methodology (SSM) has been used for clarifying the decision problem context, identifying the main interest groups involved and structuring their values. For the identification of the relevant actors interviews have been conducted with experts and local stakeholders. The Value-Focused Thinking approach was then used to identify a comprehensive set of values, structure this list of values into a set of fundamental objectives and means objectives, define performance measures for the fundamental objectives and clarify the stakeholders’ views on relevant value trade-offs among the fundamental objectives.The multicriteria evaluation model herein considered is devoted to the sorting problem, that is, a given course of action is classified into pre-defined ordered categories according to its absolute performances. For this purpose the ELECTRE TRI method has been selected, which allows for the use of different (qualitative or quantitative) scales for different criteria. This enables to evaluate the potential courses of action on an “as they come” basis and accounts for the uncertainty associated with their performances in some criteria. The proposed model considers 12 criteria (economic, technological, environmental and social criteria). A set of energy planning alternatives was considered for the empirical validation of the model in a real world context, covering energy efficiency measures and renewable energy systems with application in the residential and service sectors and in municipal infrastructures.Although the methodology has been prepared in a Portuguese context, using a medium sized Portuguese city as the decision set and referring to Portuguese legislation and support programs, the methodology and topics are general and thus also relevant for other municipalities, either in Portugal or in other countries, taking into account local circumstances.
