Summary:The town of Markham, Ontario, Canada, is a suburban municipality in the Greater Toronto Area (GTA). It has a 1991 census population of 154,000 and employment of 83,000. Its commercial inventory is some 8.8 million square feet, representing some 57 square feet per capita. Markham is slated to continue to absorb much of the growth projected for the GTA. A case study of how the town of Markham has positioned itself to deal appropriately with innovations in the retail sector of the economy is presented. Markham had entered the 1990s with retail policies based on a traditional hierarchy. These old policies were creating problems for the municipality to accommodate the new emerging retail environment, including big box retail warehouses and commercial uses in industrial areas. The town of Markham has now become retail-ready by reviewing the retail activities taking place, re-examining the effectiveness of its existing policies, and establishing new more retail-friendly policies, all while having regard for land use compatibility and good urban design.
