| Summary: | Why a solution for regional development? Why choose a regional solution instead of a large integrated mill aiming the export market? How to propose a solution for the regional market? What is the importance of social capital to the enterprise sustainability? The objectives here are: (1) to discuss a local market solution; (2) to present regional solution advantages vis--vis export solutions; (3) to discuss how to develop a regional solution. Because the world market is continuously shifting, regional enterprises require social investment to guaranty their sustainability. The economic goals of proposed model are: (1) low cost investment; (2) lowest costs production; and (3) to sell customized products at local market at competing prices against imported products. The enterprise, besides attracting investments to the region, must create local competitive advantage based on the potentialities of the economic infrastructure, logistic, human resources (education, professional training and the social capital of the community people) and technological advancement of the region.
