Summary:In the article the comparative analysis of the basic parameters of foreign and domestic special economic zones is given. The authors point to non-conformity of the latest to world standards for most of the criteria, including the availability of personnel. The authors examine the existing mechanism of meeting staffing needs of regional economic entities. Its segmental character is recognized that results in the quantitative and structural imbalances in the regional labor market. The authors offer forms of cooperation of stakeholders that satisfy the current and future needs for qualified personnel in priority development areas of Khabarovsk Territory, taking into account its social and economic characteristics. The research results have been evaluated in the framework of the II Far East Engineers' Congress and are reflected in the authors' publications.
