Summary:A great deal of research has been carried out on the high school dropout problem. Much of the research continues to focus on social causes and students' characteristics and demographics, which commonly provide the schools an excuse for their lack of success with dropouts. The purpose of this social action study was to design, implement and evaluate an alternative education and dropout retrieval program for high school dropouts and those students identified as potential dropouts in School District #51 in Grand Junction, Colorado, which serves approximately seven thousand secondary students. Community services were integrated as part of the referral system to DEC. Intake processes were designed and individualized education plans developed for 132 participants. Although the number of successful students, defined as those who completed the semester and their individualized education plans, were only slightly more than the number of unsuccessful students, the evaluation demonstrated that options and choices in education plans were needed and desired. A Program Review assessment instrument was utilized to determine DEC as a viable alternative education system for high risk youth.
